1. What is Hiring Incentive Programme (Penjana Kerjaya)?

Owing to the covid-19 pandemic, Malaysia’s economy has been adversely affected. Therefore, the Hiring Incentive Programme (Penjaya Kerjaya) which is one of the economic recovery incentives under the National Economic Recovery Plan was introduced for the purpose of tackling the issue of unemployment and retrenchment by subsidising the employers who employs new employees during this pandemic. Penjana Kerjana 3.0 essentially is an extension and enhanced version of the previous hiring incentive programme.

2. Who is eligible to apply?

Employers

Employers from all industries registered with SOCSO and incorporated before 1^st January 2021 with authorities EXCEPT sole proprietorship employers

3. Who is not eligible to apply?

Employers

• Private Employment Agencies or Outsourcing / Contractor for Service that provide workforce to other companies (principal) and not as direct employers; and
• Public sector employees, federal and state statutory bodies, local authorities and those who are self-employed (without employers).

Employees

• Recipients of Penjana Kerjaya 2.0
• Recipients of Program Subsidi Upah
• Employees resign on their own will
• Employer’s family members are the company’s employees
• Non-Malaysian citizens
• Students who undergo internship
• Students who have not graduated

4. How much incentives will be provided?

5. How to apply for this incentives?

• Employers is required to register account on 3 platforms

  • myFUTUREJOBS portal as employer https://employers.myfuturejobs.gov.my
  • Perkeso ASSIST portal as employer https://assist.perkeso.gov.my/ms/employer/login 
• Prepare documents for submission
  • Employer’s bank account information (copy of the front page of the Bank Statement with employer’s name, bank account number, and bank’s name);
  • Employer’s business registration number verified by the bank (Business Registration Number – BRN);
  • Employee Verification Form signed by the employee;
  • Employee’s bank account information (copy of the front page of the Bank Statement with employee’s name, bank account number, identity card number, and bank’s name);

Documents that need to be submitted if requested by SOCSO officers:

• Certificate / Self-declaration by the employer if the employee belongs to the vulnerable group (listed in Table 1 in the PenjanaKerjaya 3.0 Hiring Incentive FAQ).
  • Contract of service for the new employee(s) (a copy must be kept as proof).
  • Statutory Declaration Form
  • Proof of contribution to the EPF for newly hired employees

• Submit Application on Penjana Kerjaya 3.0 Website (http://penjanakerjaya.perkeso.gov.my)
• Employers can check the status of applications on PenjanaKerjaya Portal at penjanakerjaya.perkeso.gov.my.
